PennDOT Invites Pennsylvanians to Share Feedback on Construction and Maintenance Services The Pennsylvania Department of Transportation (PennDOT) is accepting construction and maintenance services feedback through an online survey. The public can take the survey through October 20 by visiting 2023 PennDOT Construction/Maintenance Customer Satisfaction Survey. Construction and maintenance work has been underway across the state this year. From January through August, 485 bridges were put out for bid to be repaired, replaced or preserved by PennDOT or industry forces. So far this year 161 state and local bridges were completed, 17 of which went out for bid this year. Additionally, from January through August more than 3,100 roadway miles were improved by department or partner crews. This includes 1,065 miles of paving. “The PennDOT team and our industry partners work hard to keep people moving and our economy growing,” PennDOT Secretary Mike Carroll said. “This survey is one way that we continually look for educational opportunities and areas of success or potential improvement.” The 24-question survey asks respondents how they receive PennDOT roadway information and how often PennDOT meets or exceeds expectations in construction and maintenance activities. Respondents are also asked about experiences with reporting concerns to the department, and whether or how they use the state’s 511PA traveler information services. PennDOT Honors Star of Excellence Recipients At a ceremony in Harrisburg today, Pennsylvania Department of Transportation (PennDOT) Secretary Mike Carroll recognized 31 PennDOT employees for their outstanding performance with the Star of Excellence Award, PennDOT’s highest recognition. Ralph Del Rosso and Jeremiah Gonzalofrom PennDOT’s Engineering District 4 which represents Lackawanna, Luzerne, Pike, Susquehanna, Wayne, and Wyomingcountieswere among the honorees. “I’m continually impressed by the hard work and dedication of the PennDOT team,” Secretary Carroll said. “These folks work tirelessly each day to provide safe and efficient transportation for Pennsylvania’s residents.” Carroll and other department executives honored Ralph Del Rosso and Jeremiah Gonzalo during an event held at the State Museum of Pennsylvania. “Both Ralph and Jeremiah have truly excelled in their service to the traveling public in northeast Pennsylvania,” said Richard N. Roman, P.E., District Executive for PennDOT Engineering District 4, based in Dunmore. “They are both stars within our organization and have developed meaningful relationships with property owners doing business with PennDOT.” Ralph Del Rosso Ralph Del Rosso has been employed by PennDOT Engineering District 4 for over 30 years and has been the Right of Way Administrator for over 20 Years. Ralph’s knowledge of the Department’s policies and procedures stems from years of experience on a multitude of transportation projects. He has a keen eye for detail which has helped him be a successful team leader and manage nearly 100 active jobs. He has converted all related files digitally allowing his team to easily access documents for projects increasing accessibility and productivity for the Department. Ralph attends public meetings and speaks with legislative contacts to discuss sensitive issues and consistently manages to explain complicated policies and procedures in a clear and concise manner. As Ralph is nearing retirement, he continues to teach his method of plan reviews and to pass on the skills he has utilized over the past 20 years to his successors. Jeremiah Gonzalo Jeremiah Gonzalo’s daily accomplishments continue to highlight the strategic themes of the Department. As District Permits Manager, Jeremiah is responsible for reviewing and approving all Highway Occupancy Permits for developments occurring in PennDOT Engineering District 4. His quality customer service has developed strong relationships prompted innovative ideas and promoted safety within the District. His promptness in service has ensured that progress is made towards Traffic Information Services and Highway Occupancy Permit approval without delays for submissions on eight major developments proposed in the Hazleton area. These developments are impacting the Route 424 corridor totaling upwards of 28 million square feet of warehouse space and require significant coordination with the District permits units and all the consultants and developers during the process. Jeremiah’s efforts have been recognized by developers who have continuously informed the District of their appreciation, in particular, the assistance provided by Jeremiah in moving the process along. The Star of Excellence Awards are presented annually to employees who represent the department’s values of service, performance, and integrity. The recipients represent a variety of organizational positions, spanning from highway maintenance and driver and vehicle services workers, to traffic control specialists, communications staff, and design and engineering specialists. PennDOT, Pennsylvania State Police and Safety Partners Announce Free Car Seat Checks Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT), Pennsylvania State Police (PSP) and Pennsylvania Traffic Injury Prevention Project (PA TIPP) are encouraging drivers to take advantage of free car seat checks across the state as the agencies mark National Child Passenger Safety Week (CPSW) from September 17 through September 23. Additionally, Saturday, September 23 has been designated as “National Seat Check Saturday.” “Seat belts are your best defense in a crash, but they were created for adults,” said PennDOT Secretary Mike Carroll. “It’s important that parents and caregivers take time this week to ensure they are using the right car seat or booster seat for their child’s size and age.” Car seat checks will be held across the state the week of Child Passenger Safety Week. Visit PA TIPP’s webpage for a list of events. PSP personnel certified as Child Passenger Safety (CPS) technicians will be conducting free child seat fitting events across the state. Caregivers can have their car seats checked for suitability, receive instruction on the proper installation, have seat(s) installed, learn to properly harness a child in a seat and check seats for recalls. A full list of local free car seat fitting events is available on PSP’s website. “Properly installed child safety seats save lives, and it’s vital that Pennsylvania’s youngest passengers are safe when traveling,” said PSP Commissioner Colonel Christopher Paris. “We encourage parents and caregivers to have their seats checked by a certified child passenger seat technician to ensure proper installation.” According to national statistics, car seats can reduce the risk of fatal injury by up to 71 percent for infants and 54 percent for toddlers; however,46 percent of car seats and booster seats are installed or used incorrectly. From January through June 2023, PSP members conducted 525 child safety seat inspections and discovered 207 incidents of misuse. PSP completed more than 1,000 checks in both 2021 and 2022 and found misuse rates of up to 40 percent. To advance their public safety missions, PennDOT and PSP invest in community resources across the state. PennDOT funds resources such as training and educational materials for more than 200 fitting stations across Pennsylvania. In coordination with CPSW and Seat Check Saturday, local police will focus on proper child seat usage during a statewide CIOT Child Passenger Safety enforcement running from September 10 through September 23. In addition, each PSP Troop has designated walk in days where drivers can have their child safety seats checked free of charge year-round. Pennsylvania’s primary seat belt law requires all occupants younger than 18 to wear a seat belt when riding anywhere in a vehicle. Children under the age of two must be secured in a rear-facing car seat, and children under the age of four must be restrained in an approved child safety seat. Children must ride in a booster seat until their eighth birthday. A secondary law also requires drivers and front-seat passengers 18 or older to buckle up. If motorists are stopped for a traffic violation and are not wearing their seat belt, they can receive a second ticket and second fine. Because of the potential dangers associated with air bag deployment, children 12 and younger should always ride buckled in a vehicle’s back seat. “Car seats come in many shapes and sizes. The best way to protect your child is to select the right car seat for their age and size and to use the car seat correctly on every trip,” said PA TIPP Director Angela Osterhuber. “Child passenger safety technicians are available to help parents learn how to keep their children safe and secure in their car seat.” PA TIPP also offers the following tips: Select a car seat that is right for the child’s age and size. Fill out and return the registration card for your seat so you’ll know if it is recalled because of a problem. Read and follow the car seat instructions and the vehicle owner’s manual for information on correctly installing the car seat in the vehicle. Use the car’s seat belt or the LATCH system when installing the car seat. Make sure the car seat’s harness is correctly adjusted and fits snugly. Use a tether strap when installing a forward-facing car seat, following manufacturer’s instructions. PennDOT Urges Caution in Work Zones The Pennsylvania Department of Transportation (PennDOT) is reminding motorists to drive safely in work zones after an incident on Newton Road in Scranton, in an active work zone following this weekend’s severe weather event. The employee suffered injuries requiring medical attention and transportation to a local hospital. “Work zones may be a temporary inconvenience, but these workers all deserve to get home safely,” said PennDOT Engineering District 4 Assistant District Executive of Maintenance, Jonathan Eboli, P.E. “Please slow down and never drive distracted, especially in work zones where employees are working in close proximity to traffic. Additionally, roadway conditions can change every day.” When approaching a work zone, motorists are reminded they cannot remove cones, and signage or proceed through the work zone. Roads throughout our District have been compromised and may collapse. Roads are closed for the safety of motorists and workers. Under Title 75, Section 3326, motorists caught by police driving 11 mph or more above the posted speed limit in an active work zone, or who are involved in a crash in an active work zone and are convicted for failing to drive at a safe speed, automatically lose their license for 15 days. Additionally, fines for certain traffic violations — including speeding, driving under the influence, and failure to obey traffic devices — are doubled for active work zones. The law also provides for up to five years of additional jail time for individuals convicted of homicide by vehicle for a crash that occurred in an active work zone. Posted Work Zones: All motorists are required to travel with their headlights turned on in all posted work zones, not just active work zones. It is necessary for drivers in vehicles with daytime running lights to turn on their headlights in order to activate their taillights. Safety Tips If you encounter our work zones, please keep the following tips in mind for your safety and the safety of highway workers. Drive the posted work zone speed limit. Stay alert and pay close attention to signs and flaggers. Turn on your headlights if signs instruct you to do so. Maintain a safe distance around vehicles. Don’t tailgate. Use four-way flashers when stopped or traveling slowly. Avoid distractions and give your full attention to the road. Always buckle up. Expect the unexpected. Be patient. Active Work Zones Please note: PennDOT manages two distinct programs relating to active work zones: Criminal Violations under 75 Pa. C.S. § 3326 (Duty of driver in construction and maintenance areas or on highway safety corridors) identifies fines and penalties when an officer pulls you over for a violation. Civil Violations under 75 Pa. C.S. § 3369 (Automated speed enforcement systems in active work zones) began in 2018. Section 3369 allows for a fine to be administered using calibrated and tested automated speed enforcement technology. Civil violations are only fines and don’t reflect any points or insurance ratings. PennDOT Hosts Press Conference on Road Conditions Today, Pennsylvania Department of Transportation (PennDOT) Secretary Mike Carroll, Pennsylvania Emergency Management Agency Director (PEMA) Randy Padfield, Pennsylvania State Police, and PennDOT Engineering District 4 officials held a press conference updating the public on road conditions as a result of this weekend’s rainfall in the Northeast Region. Flooding from significant rainfall on Saturday, September 9 between 7:00 PM to 8:00 PM resulted in damaged roadways, bridge and road closures, and downed utilities in Lackawanna Luzerne, and Wyoming counties. “We understand the impacts that these heavy rains and flooding have had on the people of northeast Pennsylvania,” said PennDOT Secretary Mike Carroll. “PennDOT and the Shapiro administration are committed to getting these important repairs completed quickly, and we anticipate most of the impacted roadways will be open this week.” PEMA officials are directing any residents and businesses affected by flooding to report damage to their local emergency management coordinator. “PEMA personnel were engaged with county emergency management staff throughout the weekend to monitor any state support that may have been needed,” said PEMA Director Randy Padfield. “We will work closely with our state, county, and municipal partners to assess damages and determine whether or not this incident might meet federal thresholds for assistance.” Accuweather classified the rain event as “Training Thunderstorms,” which refers to heavy rain or thunderstorms continuously hitting the same area in a straight line. The region received the following rainfall totals: Clarks Summit: 3.52 inches; Falls: 2.81 inches; Dallas: 2.77 inches; and Clarks Green: 4.69 inches. Rain fell at the following rates per hour: Clarks Summit: 0.78 inches; Falls: 0.62 inches; Dallas: 0.92 inches; and Clarks Green: 0.85 inches. There were 23 roads closed due to flooding in Lackawanna, Luzerne, and Wyoming counties. Currently, 11 have been repaired and reopened, and 12 have remained closed with size planned to be open today including Route 11(Northern Boulevard) in Chinchilla. PennDOT Announces Electric Vehicle Funding Today, Pennsylvania Department of Transportation (PennDOT) Secretary Mike Carroll, U.S. Senator Bob Casey, Federal Highway Administration Deputy Administrator Andrew Rogers, and the International Brotherhood of Electrical Workers (IBEW) announced the first round of conditional awards for federal National Electric Vehicle Infrastructure (NEVI) funding. These awards further the Shapiro Administration’s work to address climate change, grow the Commonwealth’s economy, and ensure that the future of Pennsylvania transportation is on track to be cleaner, safer, more affordable, and more reliable than ever before. Fifty-four projects in 35 counties were selected to expand access to and the reliability of electric vehicle charging within Pennsylvania. The $33.8 million federal investment is part of the $171.5 million PennDOT will receive and distribute for electric vehicle (EV) charging infrastructure over five years through the federal Bipartisan Infrastructure Law (BIL). “Our team worked diligently to meet federal NEVI requirements while spreading opportunities among various companies and communities,” Carroll said. “Because of Governor Shapiro’s leadership and record of delivering for Pennsylvanians, we are among the first states distributing these funds to provide travelers with options and confidence while also benefitting our environment. These new investments will create good paying jobs and allow Pennsylvanian residents, businesses, and visitors to travel across the Commonwealth faster, cleaner, and more reliably.” The conditional awards include various recipients – including seven Pennsylvania headquarters – and site locations across the state. Four federally compliant charging ports will be funded at each charging location with 216 total funded charging ports. Twenty-two of the projects are in or within half a mile of state or federally-designated disadvantaged communities. View the conditional award list by county, on the department’s NEVI web page. “Thanks to the Infrastructure Investment and Jobs Act, we can strengthen and expand our electric vehicle charging infrastructure,” Senator Casey said. “This funding will allow us to deploy electric vehicle charging stations across our Commonwealth, from cities to suburbs to rural areas, promoting energy security, creating jobs, and reducing our carbon footprint.” Moving forward, a National Environmental Policy Act (NEPA) public involvement process will begin for each project. Projects can begin after those processes are successfully completed and agreements with each recipient are executed. Some projects may begin as early as late 2023. “In Pennsylvania and across the country, President Biden’s Investing in America agenda is building the backbone of our national network of EV charging stations that will ensure a seamless experience for drivers when they’re charging up – similar payment systems, clear pricing information, interoperable connector types, and reliable charging speeds as we make the historic transition to electric vehicles,” Rogers said. “With federal investments made possible by the Bipartisan Infrastructure Law, Pennsylvania is taking a critical step forward as States across our nation begin deploying EV chargers for the communities they serve, and we are proud partner with them in this shared project.” The NEVI funding supports the Commonwealth and federal goal of expanding EV charging along the previously designated Alternative Fuel Corridors (AFCs) and Interstate lookalikes. Pennsylvania has over 1,800 miles of AFCs. Per the guidance from U.S. DOT, NEVI formula funds must first be used to “build out” designated AFCs (meaning there must be no more than 50 miles between stations and less than 1 mile from an AFC exit) and meet U.S. DOT minimum standards and requirements. The PA NEVI program includes multiple rounds of funding. During Round 1 selection, the focus was on building out the AFC network along the interstates to meet the NEVI requirements. Once AFCs are fully built out, PennDOT will shift to expanding the NEVI Formula Program funding to fund right-sized EV chargers for Pennsylvania’s community charging. “Northeast Pennsylvania is leading the way by taking full advantage of the bipartisan infrastructure law and the resources it affords,” said Congressman Matt Cartwright. “With today’s announcement, we’re taking another big step forward in building out our electric vehicle charging network, modernizing our infrastructure, and creating good-paying jobs.” Projects were evaluated on a competitive basis following federal requirements and other factors: Choosing a variety of recipients not only statewide but also along individual AFCs; Projects that provided a variety of amenities and services to improve customer experience (such as varied payment options); Positive local economic development and workforce opportunities; and Locations that are welcoming, safe, and accessible for all. The NEVI funds support the planning, design, construction, operation, and maintenance of charging sites. The PA NEVI program is a reimbursement program and applicants are required to provide a minimum 20% match. PennDOT received 271 unique funding submissions requesting $165.4 million for this round of investments. Today’s event was held at the Scranton Electricians JATC Training Center. All electricians installing, operating, or maintaining EV supply equipment must have a certification from the Electric Vehicle Infrastructure Training Program (EVITP) or graduation or a continuing education certificate from a registered apprenticeship program. Where more than one electrician is required, at least one electrician must meet the requirements above, and at least one electrician must be enrolled in an electrical registered apprenticeship program. While Round 1 NEVI projects progress, PennDOT continues meeting federal deadlines for additional funding rounds and working toward closing all AFC gaps while expanding community charging access. Round 1 and 1a will focus exclusively on the AFC network. The department anticipates opening Round 1a later this fall with approximately $20 million available. Additionally, on August 1, PennDOT submitted its Federal Fiscal Year 2024 NEVI Plan Update for federal review. PennDOT Announces New Implementation of Skills Test In keeping with Governor Josh Shapiro’s commitment to expand Pennsylvania’s workforce and serve Pennsylvanians more efficiently, the Pennsylvania Department of Transportation (PennDOT) today announced that a new, modernized commercial driver’s license (CDL) skills test will be implemented at all PennDOT Driver License Centers that offer CDL skills tests and at all third-party CDL driving skill testers beginning August 28, 2023. As new technologies emerge, the modernized CDL skills test ensures that CDL drivers have the knowledge and skills to drive safely on the road while waiving outdated requirements that hold workers back. For example, the Shapiro Administration recognizes school districts have been dealing with the school bus driver shortage since the pandemic and school bus engines have become more complex and modern. That’s why, starting August 28th, PennDOT will waive the “Under the Hood requirement” for school bus drivers, which means that potential school bus drivers will no longer need to take the portion of the CDL test that requires them to identify engine components. “Governor Shapiro has made it clear that the Commonwealth should help people succeed, not get in the way. Under his direction, PennDOT is working to make our services more accessible and effective for the people of Pennsylvania,” said PennDOT Secretary Mike Carroll. “As someone with a CDL, I know that technology in our vehicles has greatly evolved and improved, even in our commercial vehicles. This modernized test is another way PennDOT is enhancing its services to better serve our CDL applicants while still ensuring the safety of school bus passengers.” The Federal Motor Carrier Safety Administration (FMCSA) has created a long-term waiver extension that allows a state to modify the Commercial Driver’s License test for drivers seeking to obtain a school bus endorsement. PennDOT will implement this waiver granted by FMCSA, and as a result, potential school bus drivers no longer need to take the portion of the CDL test that identifies engine components “under the hood.” Under the current federal waiver, the “under the hood” portion of the test may be waived for school bus driver applicants through November 27, 2024. “Knowing the components of a school bus engine does not impact a school bus driver’s safe driving skills,” said Deputy Secretary for Driver and Vehicle Services Kara Templeton. “By implementing this waiver from FMCSA, we hope that more drivers will apply for the school bus endorsement and become school bus drivers.” As always, the CDL skills test examines an applicant’s knowledge based on vehicle features and focuses on key skills needed to safely operate a commercial vehicle. Now, the skills test has received a much needed update to reflect modern vehicle features. Applicants must pass the full CDL Skills Test – which includes pre-trip inspection, basic control and a road test – to receive their CDL. Prospective applicants scheduled to take the test after August 28, 2023, are encouraged to review and study the updated Commercial Driver License Manual to prepare for each portion of the knowledge and driver skills test. The Vehicle Inspection (VI) test and the Basic Control Skills (BCS) test were updated during the modernization process. CDL applicants may be asked to identify up to 90 different components on the vehicle and describe what they are looking for to ensure it is safe and ready for use compared to the current requirement of more than 100 items. In addition, a checklist is now authorized to be used as a memory aid for this segment. The BCS Testwill require CDL applicants to demonstrate four maneuvers to demonstrate control: Forward Stop to demonstrate an applicant’s ability to judge the front of the vehicle; Straight-Line Backing to demonstrate the applicant’s ability to back the vehicle in a straight line; Forward Offset Tracking to demonstrate an applicant’s ability to maneuver the vehicle around other objects while moving forward; and Reverse Offset Backing to demonstrate an applicant’s ability to offset reverse and park the vehicle. Applicants who have already completed portions of the skills testing prior to August 28 will need to complete current versions of CDL Skills Testing. These applicants should continue to review and study the current Commercial Driver License Manual to prepare for each portion of the knowledge and driver skills test.
