Governor Wolf Announces 32 Municipalities to Improve Traffic Safety with Enforcement Funds Governor Tom Wolf today announced that the Pennsylvania Department of Transportation (PennDOT) will distribute approximately $15 million in Automated Red-Light Enforcement (ARLE) funding to 32 municipalities statewide to fund 36 safety projects. Pennsylvania’s ARLE program aims to improve safety at signalized intersections by providing automated enforcement at locations where data shows red-light running has been an issue. “This program helps communities across the state make important investments in traffic flow and safety,” Gov. Wolf said. “These improvements complement the many road, bridge and multimodal projects happening in Pennsylvania.” Grant funding is supplied by fines from red light violations at 36 intersections in Philadelphia. State law specifies that projects improving safety, enhancing mobility and reducing congestion can be considered for funding. Municipalities submitted 151 applications, totaling $46 million in requests. Projects were selected by an eight-member committee based on criteria such as safety benefits and effectiveness, cost, and local and regional impact. This investment brings the total dollars awarded through the ARLE funding program to $127.79 million, funding 537 transportation enhancement projects since 2010. The 36 approved projects are as follows: Adams County Conewago Township – $55,094 for guide rail safety improvements. Allegheny County Carnegie Borough – $10,422 to install radar feedback signs on Forsythe Road.Coraopolis Borough – $298,250 for traffic signal replacement to include overhead signals to reduce redlight running and pedestrian accommodations.Hampton Township – $175,000 for S. Pioneer Road roadway safety improvements to include replacing out of date guiderail.McCandless Township – $451,483 for signal component updates project at 21 locations throughout the municipality. Upgrades include accessible pedestrian signals, equipment for flashing yellow arrow operations, controller replacements and rewiring of existing signal equipment.Penn Hills Township – $565,292 for traffic signal replacement at Frankstown Road (SR 0400) & Beulah Road (SR 0130). Butler County Butler Township – $249,504 for Pittsburgh Street & McCalmont Road/Vogel Road traffic signal modernization. Improvements include new mast arms to replace strain poles, new signal heads and reflectorized back plates. Cranberry Township – $350,000 for Route 19 and Short Street traffic signal upgrade and modernization. Improvements include new mast arms to support additional signal heads, new controller to allow for advanced signal timings.Penn Township – $446,706 for signal replacement and reconfiguration at Route 8 and Airport Road to include new mast arms to replace strain poles. Dauphin County Londonderry Township – $32,421 for Colebrook Road (SR 341) and Schoolhouse Road (T-494) intersection warning signals. Delaware County Chester City – $115,831 to improve PA 291 and 322 off-ramp/Jeffrey Street Traffic Signal. This project will convert the intersection from a flashing red/yellow configuration to a fully signalized intersection.Radnor Township – $120,350 for a bridge height warning system at the SEPTA underpass on King of Prussia Road.Yeadon Borough – $287,000 for MacDade Boulevard & Church Lane traffic signal and pedestrian accommodation improvements. Erie County Erie City – $395,769 for installation of 30 accessible pedestrian signal buttons to improve pedestrian safety. Fayette County Fayette County – $352,000 for Bullskin Township signal upgrades at three intersections along US 119. Improvements include radar detection systems to allow for more streamlined flows of traffic, siren preemption systems and battery back-up systems to allow the equipment to operate during outages which frequently happen along this roadway due to flooding. Franklin County Waynesboro Borough – $49,000 for the replacement of flashing school signs and the installation of speed limit driver feedback signs. Lancaster County East Petersburg Borough – $113,600 for traffic signal upgrades at SR 72/Enterprise Road and SR 72/Miller Road. Improvements include stop bar radar detection, advanced radar detection, pedestrian countdown timers and reflectorized back plates.Ephrata Borough – $222,400 for intersection safety and signal improvements at three intersections in the Borough. Improvements include radar detection, pedestrian improvements and new mast arms. Lebanon County Heidelberg Township – $12,823 to install solar radar speed signs at the approaches to the intersection of Route 501 and East and West Reistville Road. Lycoming County Montoursville Borough – $465,000 for SR 2014 and Walnut Street traffic signal replacement.Muncy Borough – $162,000 for pedestrian crosswalks safety improvements. This project will implement pedestrian activated rectangular rapid flash beacons (RRFB), high-visibility pavement markings, flexible post pedestrian crosswalk signs, approach crossing signage and LED in-roadway warning light (IRWL) crosswalk system. Mercer County Sharon City – $400,000 for State Street traffic signal and pedestrian improvements, including performing a traffic timings study, implementing a coordination plan, and updating intersections to include pedestrian pushbuttons and GPS timeclocks as required.Springfield Township – $413,500 for signal equipment improvements including replacement of the existing flashing beacons, emergency vehicle preemption, radar vehicular detection, battery backup power supply, and vehicular signal heads with retroreflective backplates. Mifflin County Derry Township – $306,500 for Electric Avenue/Logan Boulevard Corridor Signal Upgrades to include coordinating 5 traffic signals. Monroe County Delaware Water Gap Borough – $52,725 for the placement of three electronic radar speed limit display signs. Montgomery County Cheltenham Township – $420,250 for traffic signal equipment upgrades at three intersections to include installation of ADA compliant pedestrian pushbuttons and countdown pedestrian signal heads.Cheltenham Township – $343,700 for traffic signal equipment and pavement marking upgrades at the intersection of Rices Mill Road and Glenside Avenue.Lansdale Borough – $156,000 to install two (2) ground mounted controllers, perform traffic counts, update timings, new pedestrian signal heads and push buttons and retroreflective backplates. Northampton County Northampton Borough – $156,538 for the installation of the Main Street/10th Street/Nor-Bath Trail pedestrian rectangular rapid flashing beacon. Philadelphia County Philadelphia City – $7,000,000.00 for the following 4 programs in the city: Citywide Intersection Modifications, Modern Roundabouts, Bike Network Curb Separation and Citywide Traffic Calming. Pike County Milford Borough – $19,080 to purchase and install electronic speed display signs at the four (4) main entrances to the Borough. Wolf Administration, AARP Highlight Safety for Drivers With nearly a quarter of Pennsylvania’s licensed drivers 65 years of age or older, the Pennsylvania departments of Transportation (PennDOT), Aging (PDA) and the Pennsylvania State Police (PSP), along with the AARP, hosted an event today at The Manor at Oakridge, a Holiday by Atria community in Harrisburg, to highlight the unique challenges faced by older drivers during Older Driver Safety Awareness Week, which is observed December 5-9. “Mobility is essential to quality of life at any age,” said Kurt Myers, PennDOT Deputy Secretary for Driver and Vehicle Services. “Many older drivers have a lifetime of valuable driving experience to draw from, and PennDOT continually seeks to balance the safety of our roadways with the need for independence and autonomy.” Approximately 25% of Pennsylvania’s 9.1 million licensed drivers are 65 and older. In 2021 there were more than 19,700 crashes involving at least one driver aged 65 or older, which resulted in over 300 total fatalities. This represents about 17% of all crashes and about 25% of all fatalities. “As Pennsylvania’s aging population continues to grow, the Wolf Administration is committed to ensuring that older adults have the resources they need to remain active in and connected to their communities,” said Secretary of Aging Robert Torres. “Driver safety awareness is a big part of that picture and if older adults need to make adjustments, accessible and available transportation alternatives become key to getting around. Pennsylvania is fortunate that our lottery proceeds help to fund these alternative services.” Representatives from PennDOT, PDA, PSP, AARP and others provided information to help older Pennsylvanians extend their years on the road, and to make them aware of other transportation options available to them. Pennsylvania has a network of shared-ride service providers dedicated to keeping older adults mobile, safe, and engaged in their community. This free transportation program allows citizens ages 65 or older to ride for free on a local, fixed-route service whenever local public transportation is operating. During FY 2020-21, there were 1.7 million Senior Shared Rides. Additionally, working with the PA Department of Human Services and transit agencies, PennDOT recently developed an online tool called Find My Ride that allows older drivers to access free ride services online. Find My Ride allows transit agencies to process applications more efficiently, so users can access benefits more quickly. Find My Ride can be found at findmyride.penndot.pa.gov. You can also find it at www.penndot.pa.gov by clicking on Travel in PA, then Public Transit Options. “Along with the unique challenges already faced by older drivers, winter weather conditions, longer nights, and heavy holiday traffic create challenges for drivers of all ages,” said Lieutenant Adam Reed, Director of the Communications Office with the Pennsylvania State Police. “Before getting behind the wheel be sure you are up to date on eye exams and understand how your prescribed medications could affect your driving. Remember to buckle up every time!” While every person ages differently, aging typically brings certain — sometimes subtle — physical, visual, and cognitive changes that could impair an older person’s ability to drive safely. Older drivers and their families should work together to identify potential issues that may affect driving, outline courses of action to assist the older driver, and plan for when it’s time to hang up the keys. Signs that can indicate it may be time to limit or stop driving altogether include: Feeling uncomfortable, fearful, or nervous when driving;Unexplained dents/scrapes on the car, fences, mailboxes, or garage doors;Frequently getting lost and frequent “close calls” (i.e. almost crashing);Slower response times, particularly to unexpected situations;Difficulty paying attention to signs or staying in the lane of traffic; andTrouble judging gaps at intersections or highway entrance/exit ramps. The Wolf Administration encourages older drivers and their loved ones to review PennDOT’s Seniors Driving Safely publication series, which can be downloaded for free from the PennDOT Driver and Vehicle Services website. These publications help older drivers assess their abilities and offer guidance on next steps if their medical condition is reported to PennDOT. The series also includes a publication designed to guide family and friends of older drivers in what can sometimes be difficult conversations about deciding to stop driving, as well as information for healthcare providers on PennDOT’s medical reporting program. The following safe-driving habits, which should be routine at any age, are especially useful to older drivers: Plan ahead: lengthy car trips should be made during daylight hours. Morning may be best because most people aren’t as tired as they are in the afternoon. Don’t drive in rush-hour traffic if you can avoid it. Plan trips after 9:00 AM or before 5:00 PM. Know what roads near home are most congested and avoid them.When driving long distances, especially in winter, call ahead for weather and road condition updates.Look ahead. Good drivers get a jump on trouble by looking far down the road and making adjustments before encountering problems that may involve other vehicles, pedestrians, bicyclists or animals. Maintain a safe speed. This depends on what the road is like, how well the driver can see, how much traffic there is and how fast traffic is moving.Keep a safe distance from the vehicle ahead of you. The PA Driver’s Manual advises that you should always keep a 4-second gap between you and the vehicle in front of you. PennDOT Honors Employees for Innovative Ideas The Pennsylvania Department of Transportation (PennDOT) recently recognized PennDOT employees with Innovation Awards for their efforts to improve work practices and create efficiencies. One team member from PennDOT’s Engineering District 4, which represents Lackawanna, Luzerne, Pike, Susquehanna, Wayne, and Wyoming counties was among the honorees. “PennDOT has a strong legacy of creativity to help us meet our daily mission and goals,” said PennDOT Secretary Yassmin Gramian. “I’m proud to recognize these employees for their creativity and dedication to the department.” Employees were recognized for ideas and smart practices submitted through IdeaLink and WorkSmart, online suggestion systems that allow employees to share their ideas and efficient work practices. Over the last decade, PennDOT staff have submitted more than 3,300 ideas through IdeaLink, several hundred of which have been implemented. Since 2016, more than 230 smart practices have been published in PennDOT’s WorkSmart system. Gramian and other department executives honored winner Summer T. Koziel, Senior Civil Engineer Supervisor, during a ceremony in Harrisburg on Nov. 30. Koziel was recognized for creating the Liaison Project Manager Manual via One Note. “We are proud to have Summer as a part of our team in Engineering District 4-0.” said PennDOT Engineering District 4-0 District Executive, Richard N. PennDOT Announces New Law Penalties for Repeat DUI Offenses The Pennsylvania Department of Transportation (PennDOT) announced today that a new Pennsylvania law has changed the grading of certain offenses for driving under the influence (DUI), adding more stringent penalties for these violations. “This law makes significant changes to existing law that will ultimately increase the protection of all drivers by keeping repeat offenders from continuing to operate a vehicle while impaired by drugs or alcohol after being charged with a DUI,” said PennDOT Secretary Yassmin Gramian. “Repeating these offenses puts others at risk and these law changes reflect the severity of these acts to make our roads safer.” The legislation created Act 59 of 2022 – referred to as “Deana’s Law” – which amends the Pennsylvania Vehicle Code by increasing the grading for certain DUI offenses, requiring consecutive sentencing for certain repeat DUI offenders, and imposing an 18-month driving privilege suspension for a DUI conviction graded as a felony of the second degree. Under the new law, an individual charged with DUI (general impairment) who refuses a breath or chemical test or who is charged with DUI with a BAC of .16 or higher or a DUI involving controlled substances, and already has the following number of prior offenses, commits: A felony of the third-degree for two prior offenses (previously two or more prior offenses); andA felony of the second-degree for three or more prior offenses (previously a third-degree felony). The felonies mentioned above are classified as follows: A felony of the third degree is punishable by a maximum term of imprisonment of not more than seven years; andA felony of the second degree is punishable by a maximum term of imprisonment of not more than 10 years. Another change under this law is that a sentence imposed on an individual for a DUI offense who has two or more prior offenses shall be served consecutively to any other sentence the individual is serving or any other sentence imposed by the court, except for violations that are required to be merged. In addition, the law provides for a sentencing enhancement in cases where an individual has four or more prior DUI offenses. “Driving impaired puts everyone at risk, and repeat offenders disregard the risk they pose every time they get behind the wheel impaired,” said Major Robert Krol, director of the Pennsylvania State Police Bureau of Patrol. “This law enhances penalties for those individuals, and hopefully they will think twice before reoffending.” For more information on this law change, please visit the Driver and Vehicle Services website. Driver and vehicle online services are available 24 hours a day, seven days a week and include driver’s license, photo ID and vehicle registration renewals; driver-history services; changes of address; driver license and vehicle registration restoration letters; ability to pay driver license or vehicle insurance restoration fee; driver license and photo ID duplicates; and driver exam scheduling. There are no additional fees for using online services.
Wolf Administration Reminds Motorists To Use Caution To Avoid Deer Collisions Pennsylvania Acting Insurance Commissioner Michael Humphreys, Pennsylvania Department of Transportation (PennDOT) Secretary Yassmin Gramian, and State Police Commissioner Colonel Robert Evanchick today reminded drivers of the higher risk for deer-related crashes in the fall and that insurance companies cannot add a surcharge to auto insurance premiums for such crashes. “Late fall and early winter is when drivers are most likely to have a deer-related crash, and dawn and dusk are peak times for deer activity,” said Humphreys. “Auto collisions involving deer or other wildlife are considered a not-at-fault accident under Pennsylvania law, meaning insurers cannot raise your premiums or add a surcharge to your premium following a deer-related crash, but this exclusion does not apply if your car does not come in contact with the animal. Any damage to your vehicle from a deer-related accident will fall under a policy’s comprehensive coverage.” State Farm estimates there were over 1.9 million animal collision insurance claims in the U.S. between July 1, 2021, and June 30, 2022. Pennsylvanians, according to State Farm, have a 1-in-57 chance of being involved in an animal-related crash, the sixth highest in the nation. PennDOT reported more than 5,700 deer-related crashes in 2021, up from almost 5,600 in 2020. The 2021 crashes resulted in 1,255 injuries and 13 fatalities. “Drivers can help reduce the possibility of a deer-related crash by slowing down and using caution, particularly in areas where deer crossing signs are posted,” said Gramian. “It’s also important to educate young or inexperienced drivers on increased deer movement. Most importantly, your best defense in a crash is your seat belt. Always buckle up, every trip, every time.” Drivers should be aware of the following tips from the American Automobile Association (AAA) to help prevent a crash or to reduce the damage from a collision: Stay alert and pay attention to road signs while driving. Areas with high levels of deer activity will often have yellow, diamond-shaped signs with an image of a deer.Use high beams when there is no oncoming traffic. Generally, the light reflecting off their eyes will reveal their location and flicking your high beams will often cause the animal to scurry away.Deer rarely travel alone; if one is seen, there are likely more, so slow down and watch for other deer to appear.Swerving away from animals can confuse them so they don’t know which way to run and can also put your car in the path of oncoming vehicles, so resist the urge to swerve. Instead, stay in your lane with both hands firmly on the wheel.If the crash is imminent, drivers should remove their foot from the brake. During hard braking, the front end of a vehicle is pulled downward which can cause the animal to travel up over the hood toward the windshield. Letting off the brake can protect drivers from windshield strikes because the animal is more likely to be pushed to one side of the vehicle or over the top of the vehicle.Always wear a seat belt. The chances of being injured when hitting an animal are much higher if the driver is not wearing a seatbelt. “First and foremost, slow down. When you travel at a high speed, you reduce the time you have to identify the situation and respond to avoid the animal on the roadway,” said Evanchick. “If you are one of the many drivers who hit a deer, don’t panic. Immediately pull over to a safe area and assess the situation. If there are any injuries, your vehicle needs to be towed, or the roadway is blocked; contact 911 immediately.” In Pennsylvania, two types of crashes must be reported to police: crashes that result in a vehicle being damaged to the degree that it needs to be towed from a scene and collisions that result in injury or death. Minor collisions that do not result in injury may be reported to police, but it is not legally required. Drivers involved in any crash with another vehicle are required to exchange license and insurance information with involved parties and render aid when necessary. To report a dead deer for removal from state-maintained roads, call the Pennsylvania Department of Transportation at 1-800-FIX-ROAD. Gov. Wolf Highlights Significant Infrastructure Investments Governor Tom Wolf and the Pennsylvania Department of Transportation (PennDOT) today shared examples of how the first year of the federal Bipartisan Infrastructure Law (BIL) – signed by President Joe Biden in November 2021 – is supporting transportation in Pennsylvania communities. “The Bipartisan Infrastructure Law is a game changer for Pennsylvania,” said Gov. Wolf. “This funding is already helping us speed up projects underway in Pennsylvania. The Bipartisan Infrastructure Law will help us fix our highways and bridges, improve rail transit, invest in broadband infrastructure, and meet our clean energy goals to fight the damage climate change is causing in Pennsylvania communities. “Because of this money, we can keep Pennsylvanians safer, support more union jobs, and ensure that Pennsylvania’s infrastructure is ready to meet the needs of the 21st century.” The BIL invests in various infrastructure types and all transportation modes. The BIL will bring $4 billion in new highway and bridge funds to Pennsylvania over the next five years, and nearly $600 million in the 2022 federal fiscal year alone. These investments are supporting and accelerating projects across Pennsylvania when, without it, cost and supply challenges would have resulted in fewer projects. Using state and federal investments across the state, through September there were 611 projects underway or expected to start or go out for bid this year. In that same time, 282 construction contracts for highway, bridge, and other improvement projects were completed statewide through PennDOT’s private-sector partners. Additionally, repair, replacement, or preservation work on 425 bridges was put out for bid or completed by PennDOT forces. Nearly 4,000 roadway miles were improved by department or partner crews, including 1,065 miles of paving. While the BIL is helping to fix roads and bridges, it is also supporting passenger and freight rail, aviation, ports, and electric and alternative fueling infrastructure development. To invest in and grow our transportation network and our communities, PennDOT is also expanding outreach and emphasis on equitable transportation and business opportunities, while continually innovating and finding efficiencies. PennDOT Provides Winter Driving Advice With the first significant winter weather event forecasted, the Pennsylvania Department of Transportation (PennDOT), is providing motorists the below winter driving advice to consider if traveling is necessary. Winter Driving Advice While PennDOT recommends not traveling during winter storms, we provide the following advice to those who need to drive in winter weather. Carry a winter emergency travel kit. (including layers of clothing and blankets)Listen to weather and travel advisories, but if you do not have to travel in bad weather don’t.Keep your gas tank at least half full.Slow down and increase following distance.Avoid sudden stops and starts.Beware of roads that may look wet, but are actually frozen, often referred to as ‘black ice’.Use extra caution on bridges and ramps, where ice can often form without warning.Carry a cellphone.Do not use cruise control while driving on snow-covered roads.State law requires you to turn on your headlights when your wipers are on.Use your low beams in particularly bad weather, especially in cases of heavy or blowing snow.Remove ice and snow from windows, mirrors, and all vehicle lights before you drive and as often as needed.Remove snow and ice from the hood and roof of your vehicle. State law states that if snow or ice from your vehicle strikes a vehicle or a person and causes death or injury, you can be ticketed.Do not park or abandon your vehicle on snow emergency routes.Do not pass or get between trucks plowing in a plow line (several trucks plowing side by side).Make sure someone else knows where you are going and when you expect to arrive in case you run into an emergency and need help, someone will know where to look for you.If you do become stranded, it’s better to stay with your vehicle until help arrives. Run the engine every hour or so, but make sure the tailpipe is clear and keep the downwind window cracked open.Do not drink and drive, and always wear your seat belt. Snow Squalls Snow squalls are common and could create white out conditions which could virtually eliminate a driver’s visibility. They can also create treacherous travel conditions for drivers where roadways quickly become snow covered and slick. Motorists always should be alert during the winter season for sudden squalls which can strike with little or no warning. If motorists do encounter snow squalls while traveling, PennDOT offers this advice: Slow down gradually and drive at a speed that suits conditions.Turn your headlights on.Stay in your lane.Increase your following distance.Stay alert, keep looking as far ahead as possible and be patient.Reduce in-car distractions since your full attention is required.Use defroster and wipers.Turn four-way flashers on.Keep windows and mirrors free of snow and ice.During whiteouts, come to a complete stop only when you can safely get as far off the road as possible or when there is a safe area to do so.Do not stop in the flow of traffic since this could cause a chain-reaction collision.Do not pass a vehicle moving slowly or speed up to get away from a vehicle that is following too closely.Always buckle up and never drink and drive. While snow is falling, PennDOT will have crews treating roadways around the clock, but the department aims to keep the roads passable rather than completely free of ice and snow. PennDOT will continue to treat roadways through the storm until precipitation stops and roads are clear. While PennDOT recommends not traveling during winter storms, motorists can check conditions on more than 40,000 roadway miles, including color-coded winter conditions on 2,900 miles, by visiting www.511PA.com. 511PA, which is free and available 24 hours a day, provides traffic delay warnings, weather forecasts, traffic speed information and access to more than 1,000 traffic cameras.
Wolf Administration Wraps Up 2022 Construction Season PennDOT Engineering District 4 today held a media event to wrap up another busy construction season and note the federal Bipartisan Infrastructure Law’s assistance in Lackawanna, Luzerne, Pike, Susquehanna, Wayne, and Wyoming counties. “The 2022 construction season included the infusion of additional federal transportation investments and continued management of an infrastructure system covering 4,000 miles of roads and 2,100 bridges across six counties,” said PennDOT District 4 Executive Richard N. Roman, P.E. “Our design, construction and maintenance teams, along with many external partners, came together to find innovative solutions, executed most projects ahead of schedule, and kept the focus on safety for the traveling public and our employees at all times.” These improvements include projects supported and accelerated by the BIL. In 2022 alone the BIL is bringing at least $49.6 million in funding to the District 4 region to be allocated by the department and its local Metropolitan and Rural Planning Organization (MPO/RPO) partners: Lackawanna Luzerne Transportation Study (LLTS) MPO received at least $21.8 million;Northeastern Pennsylvania (NEPA) MPO received at least $12.1 million;Northern Tier RPO received at least $13.9 million more; andWayne County received at least $1.8 million more. The district opened bids for 42 contracts totaling nearly $298 million in value. Of those contracts, 26 were for roadway work and 16 were for bridge work. More than 371 miles of paving and 599 miles of seal coating (oil and chip) were completed in the district in 2022. Work was performed on 28 state-owned bridges by contractors. This included replacing or rehabilitating 20 bridges and preserving eight bridges. Additionally, department-force bridge crews worked on 118 bridges. The district has been able to stretch resources by using in-house capabilities for highway and bridge improvements. Below is a list by county of the major projects that were completed or under construction in the district in 2022. Some of the largest are multi-year projects that started prior to 2022. Wolf Administration Outlines Winter Preparations Pennsylvania Department of Transportation (PennDOT) Acting Deputy Secretary for Highway Administration Mike Keiser and Pennsylvania Turnpike Commission (PTC) Chief Operating Officer Craig Shuey today held a media briefing to outline plans for winter services, highlight job opportunities, and discuss how the public can prepare for the season. Keiser also outlined a PennDOT signage pilot project that will be used on parts of Interstates 80 and 81 this winter. “Safety is our top priority, and motorists are our partners in making this season a safe one,” Keiser said. “We also have temporary and longer-term employment opportunities and welcome people to join the team in the many types of positions available.” The public can access travel information on nearly 40,000 state-maintained roadway miles year-round at www.511PA.com, and during the winter they can find plow-truck locations and details of when state-maintained roadways were last plowed. The information is made possible by PennDOT’s Automated Vehicle Location technology, which uses units in the over 2,600 department-owned and rented plow trucks to send a cellular signal showing a truck’s location. To help the public prepare for the season and share information about winter services, PennDOT offers operational information and traveler resources on its winter web page. The site also has a complete winter guide with detailed information about winter services in each of PennDOT’s 11 engineering districts. Each year, the PTC readies itself to confront the winter elements by properly preparing its entire fleet of trucks, plows and salt spreaders and training more than 425 licensed equipment operators so they are ready to activate 24/7 staffing this fall. Turnpike traffic and weather operations are also at the ready. The team’s focus is to fully understand the conditions on the roadway and to keep the Turnpike system as free of snow and ice as possible. Motorists should take the time now to assure their vehicles are ready for winter and to know their own winter driving skills. “Our professional crews have worked hard to prepare for the upcoming winter season, and they are ready,” said Shuey. “We ask that all travelers on the Turnpike this winter do their part to be weather-ready for winter travel. Keeping your vehicle stocked for winter with whatever you might need for your health, safety and comfort should traffic come to a stop for an extended period of time can make a big difference in cold weather. We also ask that you consider how to react to extreme white-out conditions that can occur without notice. Be prepared to slow down, don’t panic stop, activate your hazard lights and extend your following distance to prevent dangerous multivehicle crashes.” In discussing traffic safety, Keiser explained that as part of a signage pilot project, the department will deploy variable speed limit, or VSL, signs – which quickly reduce speed limits when visibility or roadway conditions call for lower speeds – at 63 total locations: 21 locations along I-80 in Clearfield (mile marker (MM) 100-133) and Clinton (MM 182-193) counties;Six locations on I-80 in Clarion and Jefferson counties on the approaches to Emlenton Bridge (MM 42-45), North Fork Bridge (MM 78-81), and Kyle Lake Bridge (MM 92-95); and36 locations along I-81 from I-78 to I-80 in Lebanon (five locations), Luzerne (seven locations), and Schuylkill (24 locations) counties. While the VSLs are in place through April, permanent speed limit signs will be covered, and the normal posted speed limit will be displayed on the VSL unless visibility or winter weather conditions call for slower speeds. When speed limits are reduced, a yellow light at the top and bottom of the VSL will be flashing to ensure motorists are aware of the change. Earlier this year, the program was active in 12 locations along I-80 in Clearfield County. Preliminary results show this low-cost innovative solution effectively slowed traffic when needed and reduced or eliminated crashes. Locations were chosen based on crash and weather data, such as frequent wintry conditions and where crashes caused by whiteout conditions led to roadway closures of more than three hours. With more than $212 million budgeted for this winter’s statewide operations, PennDOT deploys about 4,700 on-the-road workers, has more than 636,000 tons of salt on hand across the state and will take salt deliveries throughout the winter. PennDOT is actively seeking nearly 700 temporary equipment operators statewide for the winter season to supplement the department’s full-time staff. Details on minimum requirements, such as possession of a CDL, as well as application information, are available at www.employment.pa.gov. Through the same website, job seekers can apply for over 100 other non-operator winter positions such as diesel and construction equipment mechanics, welders, clerks and more. If motorists encounter snow or ice-covered roads, they should slow down, increase their following distance and avoid distractions. Last winter in Pennsylvania, preliminary statewide data shows that there were 266 crashes resulting in two fatalities and 116 injuries on snowy, slushy or ice-covered roadways where aggressive-driving behaviors such as speeding or making careless lane changes were factors. Motorists should prepare for potential wintry weather by ensuring they have supplies in their cars before heading out: food, water, blankets, extra gloves and hats, cell phone charger, hand or foot warmers, windshield brush and scraper, and any specialized items like medications or baby and pet supplies. In addition, snow squalls can often produce dangerous and deadly travel hazards on otherwise clear winter days. The National Weather Service now issues “Snow Squall Warnings” which alert drivers of whiteout conditions and slippery roadways, so motorists can avoid traveling directly into these dangerous squalls.
Wolf Administration Hosts Roundtable Discussion with Teens on Safe Driving During a face-to-face forum at Red Land High School in Lewisberry today, representatives from the Pennsylvania departments of Transportation (PennDOT) and Education and Pennsylvania State Police, as well as local education and law enforcement representatives shared their collective driver safety knowledge with students from Red Land and Cedar Cliff high schools. “Motor vehicle crashes are a leading cause of death for teens,” said PennDOT Deputy Secretary for Driver and Vehicle Services Kurt Myers. “Parents and teachers have an important role to play in helping new drivers establish safe driving habits.” The forum was held to call attention to teen driver safety and share important information directly with teen drivers during the nationwide observance of Teen Driver Safety Week October 16-22, and gave students an opportunity to directly ask questions of the panel. From 2017 to 2021, there were 81,364 crashes involving at least one 16- to 19-year- old driver in Pennsylvania, resulting in 480 fatalities. 66 percent of those crashes involved a teen driver driving too fast for conditions (25,721 crashes), driver inexperience (8,707), driver distraction (12,411) or improper/careless turning (13,092). There was a total of 53,673 crashes with one or more of these factors. The risk of a crash involving any of these factors can be reduced through practice, limiting the number of passengers riding with a new driver, obeying all rules of the road, and using common sense. “Setting a good example in the driver’s seat is one of the most important things you can do as a parent or caregiver of a teen driver,” said Colonel Robert Evanchick, commissioner of the Pennsylvania State Police. “Positive examples include eliminating distractions in the vehicle, obeying the speed limit, never driving while impaired, and remembering to buckle up every time.” PennDOT suggests that parents consider the following recommendations to help their children become safe and responsible drivers: Set a good example with your own driving habits.Have regular conversations with your teen about safe driving skills before they get their learner’s permit.Establish a parent/teen driving contract.Ride with your teen occasionally after they receive their license to monitor driving skills.Enforce observance of speed limits and other rules of the road.Strongly encourage your teen to avoid distractions behind the wheel, such as talking or texting on their cell phone.Limit the number of passengers they have in their vehicle. Limit the number of passengers they have in their vehicle. State law prohibits 16- and 17-year-olds with a junior license from driving with more than one unrelated passenger under the age of 18 years old for the first six months. After the first six months, a junior driver shall not drive a vehicle with more than three unrelated passengers under 18 years old. Limit dawn, dusk, and nighttime driving until your teen gains more experience and enforce a curfew.
